ORDER
In exercise of the powers conferred under sub-section (1) of Section 3 an<i subsection
(2) of Section 5 of Minimum Wages Act, 1948 read with the notification issued
vide G.O.Ms.No.35/LAB/AIUG/2013, dated 27.09.2013 and the Order dated 19’n April,
2017 the undersigned hereby revise the rates of Dearness Allowance for the employees
employed in “Bricks & Tiles Manufactory” in the Union Tenitory of Puducherry with
effect from 01.01.2018 on the basis of rise in the average consumer price index number
reaching 299 from 286 (Base year 2001–100) and thereby resulting in an increase of 13
points calculated on the basis of average rates of Dearness Allowance w.e.f.
01 .01 .2018.
Accordingly, the Dearness Allowance payable to the classes of employees
employed in the employment of Bricks & Tiles Manufactory in the Union Territory of
Puducherry w.e.f. 01.01.2018 would be Rs. 17. 25 l- per day (cumulative).

CIRCULAR
The Government of West Bengal in the Labour Department has fixed minimum rates of wages in the
employment of Establishment as defined under the Shops & Establishments, Act, 1963 in the State of
West Bengal as per notification number Labr/650/(Law)/MW/2W-32/13 Dated 29.12.2016, as published
in the Kolkata Gazette Extraordinary dt. 30.12.2016.
(a) Now, with reference to the said notification, the following shall be the minimum rates of wages in
the said employment for the period from 1st July, 2018 to 31st December, 2018.

(c ) The classification of employees in the above employment is as follows:-
Unskilled: Peon, Cleaner, Sweeper, Security Guard, Bearer, Messenger;
Semi-skilled: Duftry, Assistant Accountant,
Skilled: Clerk, Typist, Office Assistant, Office Maintenance and Inventory Management
Staff, Data Entry Operator, Accountant;
Highly Skilled: Head Assistant, Senior Accountant, Computer Operator, Research And
Development Staff/Executive, Market Research Staff/Executive, Godown-in-
Charge, Office Supervisor, Sales Representative/Sales Promotion Employees.

(d) To arrive at daily rates, monthly rates shall have to be divided by 26 and to be rounded off to the
nearest rupee and to arrive at weekly rates, daily rates shall have to be multiplied by 6.
(e ) A normal working day shall consist of eight and half hours of work including interval for halfan-
hour for rest.
(f) One day in any period of seven days as may suit the local convenience shall be the day of weekly
rest.
(g) The minimum rates of wages include the wages for weekly day of rest. Payment for work
done on the day of weekly rest and for work done beyond the normal working hours shall be
double the ordinary rate of wages.
(h) Where the existing rates of wages of any employee based on contract or agreement or otherwise are
higher than the rates notified herein, the higher rates shall be protected and treated as minimum
rates of wages applicable for the purpose of this notification to such employees.
(i) The minimum rates of wages are applicable to employees employed by contractors also.
(j) The minimum rates of wages for disabled persons shall be same as payable to the workers of
appropriate category.
(k) The men and women employees shall get the same rates of wages for same work or work of similar
nature.
(l) The minimum rates of wages and Variable Dearness Allowance, if any, both together shall
constitute the minimum rates of wages to be enforceable under the Minimum Wages Act, 1948 (11
of 1948).

NSC Restrictions

The National Saving Certificate Scheme (NSC) is an excellent investment opportunity but there are some restrictions you should be aware of.

  1. The National Saving Certificate (NSC) scheme has a minimum investment threshold of ₹100.00
  2. National Saving Certificates are issued at a minimum of ₹100.00 certificates though you can also purchase ₹500.00, ₹1,000.00, ₹5,000.00, ₹10,000.00 denomination certificates.
  3. There is no limit on the number of National Saving Certificates that you can buy.

 

Type of NSC Certificates

There are 3 different types of National Savings Certificate

  1. Single holder Type Certificate: Issued to an individual (the holder) or to an individual on behalf of a minor.
  2. Joint A type Certificate: Issued jointly to two adults. On maturity, the NSC is paid to both of the joint holders
  3. Joint B type Certificate: Issued jointly to two adults in the same way as Joint A type NSC (see above) withe the difference that on maturity, the NSC is paid to one (either one) of the joint holders.

The Central Government extends the applicability of Punjab Labour Welfare Amendment Act,2014 to the Union territory of Chandigarh from the 10th April’2018. Click here to download Notification.

 

The modifications in Punjab Labour Welfare Fund (Amendment) Act’2014 would be as below:-

 

  1. In Sub section (1) of Section 1, after the words “the Punjab Labour Welfare Fund (Amendment) Act,2014” the words “as extended to the Union territory of Chandigarh” shall be inserted.

 

  1. In Section (2), after the words “the Punjab Labour Welfare Fund Act,1965” the words “as in force in the Union Territory of Chandigarh” shall be inserted.

PF Admin Charges reduced and EDLI Admin Charges waived by EPFO

PF Admin charges have been further reduced to 0.5% applicable w.e.f. 1 June 2018, subject to a minimum of Rs. 500/ Rs. 75 in the case of functional/ non-functional organisations. Besides, EDLI Admin charges have already been waived w.e.f. 1 Apr. 2017.

In exercise of the powers conferred by the Explanation to paragraph 30 read with paragraph 39 of the Employees’ Provident Funds Scheme, 1952, and in supersession of the notification of the Government of India in the Ministry of Labour and Employment published in the Gazette of India, Extraordinary, Part II, section 3, sub-section (ii) vide number S.O. 827(E), dated the 15th March, 2017, except as respects things done or omitted to be done before such supersession, the Central Government, after consulting the Central Board and having regard to the resources of the Employees’ Provident Fund available for meeting its normal administrative expenses, hereby fixes the administrative charges payable by the employer for the purposes of paragraph 30 and sub-paragraph (1) of paragraph 38 of the said Scheme with effect from 1st June, 2018 at 0.50 per cent (zero point five zero per cent.) of the pay as referred to in the said paragraphs subject to a minimum sum of seventy-five rupees per month for every non-functional establishment having no contributory member and five hundred rupees per month per establishment for other establishments.

2. For the removal of doubts, it is hereby notified that nothing contained in this notification shall affect the administrative charges payable in respect of the period up to and inclusive of the 31st May, 2018 in respect of which the notification referred to in paragraph 1 herein shall continue to apply as if the same had not been superseded.
